This issue kicks off the monumental “Mayor Fisk” storyline, introducing a fundamental change to Daredevil’s world.
Matt Murdock returns to New York City to find that his most dangerous adversary, Wilson Fisk—The Kingpin, has been successfully elected as the Mayor of New York. The Kingpin is now legitimate, holding the highest political office in the city Matt Murdock has sworn to protect, giving him control over the legal and judicial systems.
As the new Mayor, Fisk’s first order of business is to launch a comprehensive crackdown on all vigilante activity in the city, making the superheroes—including Daredevil—outlaws. This creates an immediate crisis for Matt Murdock, who works as an Assistant District Attorney (ADA).
The story sets up a crippling conflict where Matt must contend with the fact that the law and the city he loves are now fully under the control of his greatest enemy, forcing him to choose between his professional life and his life as the Man Without Fear.
